Will Bailey of California came to the White House to help Toby write the President's second inauguration speech while Sam was in Orange County campaigning for an open Congressional seat. Will's work on the Inagural, and his general skill as a writer and political advisor, impressed Toby, Leo, and the President — who offered Will a permanent job as Sam's replacement as Deputy Communications Director.
Political
The Republic of Equatorial Kundu is fighting a massive civil war, resulting in unspeakable cruelty and hundreds of casualties. Though the White House hates standing by and watching the genocide, Bartlet fears that interfering in a civil war could do more harm than good.

Synposis
En route to California to campaign for Sam's (Rob Lowe) congressional election challenge where everything that can go wrong, goes wrong, the President (Martin Sheen) and his staff debate whether to announce his controversial tax plan that might damage Sam's bid in conservative Orange Count. In the meantime, Bartlet must keep tabs on a dangerous U.S.military incursion in an tumultuous African country. John Spencer, Bradley Whitford, Richard Schiff, Allison Janney, Janel Moloney, Stockard Channing, Mary-Louise Parker and Lily Tomlin also star. TV-PG
